No, I don't think this is the same person. My Arthur Folkard was headteacher of a school in East Lothian, Scotland for many years. I suppose he may have been abroad (can't rule anything out) though he was born in Suffolk and also taught in Yorkshire before arriving in Scotland. He married Margaret Rankeillar Blair in 1863 in Glasgow so had definitely crossed the border by this time
