Henry & Catherine Foland Neese Cemetery

I was going through some old emails that I found that I had printed out and was never able to contribute. After doing some research I found that Henry & Catherine Sigler Foland are the ones buried at the Neese Cemetery in Perkinsville, Madison County, Indiana. Henry Foland is the son of Jacob and Abigail Gentry Foland.
Catherine Richwine Foland is buried at the Cicero Cemetery in Cicero, Hamilton County, Indiana. I have pictures of both head stones. If you go to Sandra Sanchez's website she has a copy of Catherine Richwine Foland's death certificate on her web site and it states that Catherine Richwine Foland is buried in Cicero. Neese Cemetery and Cicero are two different cemeteries. That is why the children do not match up to the parents. Right now I am looking to find out who Catherine Sigler's parents are. I tried the Madison County Board of Health and they gave three different reasons why they don't have death information before 1882, so I am not able to get a copy of her death certificate, and the court house had a fire and lost all records before 1880 on marriages, and Henry and Catherine married abt 1850.
