I'm afraid I can't help any more. I had noticed the 1900 census entry for William and Rachel Fogg with with son Walter in Barry County and wondered whether they were the ones you wanted. In 1870 there was a 39-year-old Rachel J. Dotson already living in Barry County with 41-year-old George Dotson and three teenagers. In case anyone else might be able help, the 1880 census has Rohana Dotson as 16 years old, putting her birth date between 1 June 1863 and 31 May 1864.
