Samuel Fluker found in:

Passenger and Immigration Index, 1500s-1900s
Place: Illinois Year: 1896
Primary immigrant: Fluker, Samuel
Permanent entry number: 249522
Accession number: 9328970
Source publication code: 4991.10
Source publication page number: 50
Source publication: McHENRY COUNTY, ILLINOIS, Declarations of Intent, September 1851-September 1906. McHenry, IL: McHenry County Illinois Genealogical Society, 1988. 65p. Page numbers added by indexers with the first list of names in Section A designated as page 1.
Source annotation: Date and port of arrival or date and place of declaration of intent. Extracted from records located at the Courthouse in Woodstock. Country of birth, date and port of embarkation, and name of witness are also provided.

This gives you his father's name and when they arrived (1861); also indicates when Samuel (probably Junior) petitioned for naturalization. Samuel Fluker (Senior) also appears in Griffith's Valuation:

Samuel Fluker found in:

International Records: Index to Griffith's Valuation of Ireland, 1848-1864
County: Tyrone Parish: Clonfeacle
Location: Annagh

The 1900 Census indicates the following:

1st Ward Harvard, McHenry County, Illinois
==========================================

Fluker, Samuel, Head, b. Sept. 1859, age 40, married 19 years, b. Ireland, parents b. Ireland, RR Fireman
Fluker, Catherine, Wife, b. July 1859, age 40, married 19 years, 5 children born, 5 children living, b. Canada-Eng., father b. Ireland, mother b. Canada-Eng.
Fluker, Lulu, Daughter, b. Oct. 1881, age 18, single, b. Wisconsin, father b. Ireland, mother b. Canada
Fluker, Ray A., Son, b. Nov. 1884, age 15, single, b. Illinois
Fluker, Mabel, Daughter, b. Sept. 1887, age 12, single, b. Illinois
Fluker, Ida Grace, Daughter, b. Nov. 1890, age 9, single, b. Illinois
Fluker, Edith, Daughter, b. Nov. 1893, age 6, single, b. Illinois

To add to the confusion, there is another Samuel Fluker, age 49, in the same census in the same county in Chemung Township, b. Illinois, parents b. New York, living as a boarder in someone else's home. The 1910 Census for 1st Harvard, McHenry County indicates the following:

Fluker, Samuel, Lodger, 49(or 59), married once, 30 years, b. Ire-English, parents b. Ire-Irish, emigrated 1861, fireman, round house

He is living in the home of Belle Rector, along with two other lodgers. However, this must be the other Samuel because the 1910 Census also shows the following:

2nd Precinct, Dane County, Wisconsin
====================================

Fluker, Samuel, Head, 50, married 30 years, b. Ire-English, parents b. Ire-English, emigrated 1862, naturalized, engineer, railroad
Fluker, Catherine, Wife, 50, married 30 years, b. Canada-Eng., father b. Ire-English, mother b. Canada-Eng., emigrated 1881
Fluker, Ray, Son, 25, single, b. Illinois
Fluker, Mabel, Daughter, 23, single, b. Illinois
Fluker, Ida, Daughter, 19, single, b. Illinois
Fluker, Edith, Daughter, 16, single, b. Illinois

Therefore, the immigration data I first gave you may not be for your Samuel, but rather for the other one; certainly gives lots of food for thought.
