Fliger/Pfluger Oh & PA 1700-1800s

Can anyone connect Ludwig/Ludwick Fluger age 30 to Phila 1748 with Ludwig in Dauphin Co 1790 Census to Ludwig in 1840 Census Westmoreland Co, PA. Of course, could NOT have all been same man. How was he related to John Fliger often seen in same co with him? In particular am looking for parents of John Fliger (the elder) born say 1750s-60s where?, died about 1825 Westmoreland Co, PA where there are estate papers. Children mentioned in them were Linda, Mary married Hare, Sarah, Elizabeth m James Muir, John (the younger, perhaps my ancestor to Belmont/Guernsey Co, OH), William (prob stayed Westmoreland) and Samuel the youngest, minor over 14 about 1827.
Any help will be appreciated. Thanks much.
