I think I've found them.
Using the complete indexes at http://homepages.rootsweb.com/~fleming/transcripts.htm
There's only one Cyril E Fleming birth registered and that was 1883 Q2 Leicester RD. Do another search with Leicester as the Registration district and all other options blank and you get: (amongst others) George Gregory 1884 Q3; Mary Cecilia R 1886 Q1; Amalda Annie 1889 Q1; Francis Leo 1890 Q3.
A marriages search (again, only in Leicester Registration District) gives a George Gregory Fleming in 1880 Q1.
http://www.freebmd.org.uk gives a possible spouse as Mary Ann Kind, but there's still another bride to be added to this reference number.
The 1881 census lists them at 26 Orchard St, St Margaret, Leicester
