I would suggest that you contact the National Archives in East Point, GA as that would be the regional archives where he would have applied for his Intent to Naturalize.
His name could be spelled either Stefan or Stephan Wawok.
The 1930 census shows he entered the U S in 1926. There might be some ship passenger lists in the Tampa Public Library for FL passengers but it would require some hands on searching.
