I purchased the subject undated studio portrait at an antiques store in Fremont (Niles), CA. Taken by Rice, Washington, D.C., it is identified on the back:

"Abial Fisher"

I found Abial W. Fisher listed in the 1890 and 1891 Washington, D.C. city directories. He was employed as chief clerk in the pension office.
