Ruusa sounds correct in Finnish terms- I have seen this name used for other women in records.Have you looked at Cyndislist.com?Cyndi is a reputable genealogist who can help you with every possible facet in genealogy.Secondly, I would recommend to go to-

Also, I would go to Ellisislandrecords.orgThey have a huge site that would probably help, I say probably, because alot of Finns found alternative ways to come to the United States, like through Canada, different ports, etc.

Is the HisKi Project (the K intentionally upper cased)This is the #1 Finnish website to research genealogy, but from your post, it seems you are not ready to jump the pond- I could be wrong!
My first thoughts are- have you ever come across a "middle" name for Otto that has a name plus a "poika" at the end of it?Example- Matinpoika?This name can be of help to you, because this tells you the father's name (most of the time).This example would be Matti's son.My great grandfather's name was Jaakko Matinpoika Kähkipuro.Translation- Jacob Matti's son, Kähkipuro.SO, this would mean that the next person to look up in the record would be Matti ______poika Kähkipuro.This naming practice eventually stopped after about the 1900's, but it is a great clue majority of the time.As for the daughter, it would be the same thing except- Example, my great grandmother- Elviira Jeremiantytär Ylönen.Translation- Elviira, Jeremy's daughter, Ylönen.I would be looking for Jeremy ______poika Ylönen next.
Have you looked up for naturalization papers?Did they by chance file a social security number?I would go to Rootsweb.com and go to the link on the lefthand side of the list for Social Security Death Index.Not everybody is in there, but it may help- if they are in there, you can order what's called an SS#5, and this document yes, expensive, but well worth the money, because someone believed that you had to fill out every blank.This would give parents names, addresses, and after death, social security numbers are public knowledge, so there is no illegal play in this one. It is very possible that your people may have had a social security number- my great grandparents that I mention above had them, and they were born before 1900. SS #'s were not required until about the 1940's, when the IRS and the tax papers came about!
I point you in the direction of Ellis Island and other ports sites because I am curious on his getting his citizenship 6 years after your first date that you found.I think I would be contacting the Naturalization dept and find out.It is not unusual that these folks went back and forth from Finland to the USA to ensure that family members made the trip safely.Expensive, but they did it.
I'm also thinking that you should MAYBE look in Kivijärvi for both people's families- about this time period, they didn't "stray" from the towns, so it is possible that they were from the same town/parish.Crossing my fingers for you!
Also, have you looked in the census records for these folks?Go to the local library and see if they subscribe to Heritagequestonline.com-I suggest this method- it gets expensive, but it is well worth the time, libraries find it very reputable.Most of the time, all you need is the serial number off of your library card to get in the site.This has scanned images of censuses (Mind you, not all, they are still working on it) and the censuses stop at 1930 currently because of the confidentiality thingfor the living.
In my experience, the family knew a "surrogate" family here, and knew a destination before they came.Most of the time, you can find this "surrogate" family in the USA on land records.They owned a big piece of property, and helped the new families coming over with a place to stay, etc., until they got up on their feet.Most of my experiences have been the "surrogate" family was actual family members that came first and sent for brothers, sisters, aunts, uncles, etc.Our family landed in Clifford Wisconsin, on a huge plot of land there.
My next thought, since you seem to be sure about Ruusa's place of birth, send a SASE and a nice letter of request about Ruusa to the Kivijärvi Parish.It may take a bit, but keep to the point, in case they don't know English.Put down all the information you know briefly about Ruusa, her full name as you stated here on your post, birthdate, place, and that she migrated to the USA at a certain time.I don't know if they would know her deathdate, alot of times this date was not sent back to the parishes.
If you know brothers and sisters- this may sound odd, but it worked for me- look for their documentation.ALOT of times, I have found information that helped me move forward, even though they weren't my direct ancestor.Sometimes, like say you are looking for the woman, her brother probably had more information written down about him than her.And this isn't just a Finnish thing, I think it applies to all of genealogical endeavors.
I am trying to think of all that you can do right now, it really is alot easier to do than you think- the language barrier is not as hard as some believe.It can be done, and I have a 600 page genealogy book I just published with my Finnish ancestors in it, and I barely know the language.
