I found information on an Ann and William Fell who were married at the correct timeframe which would fit with the birth of Lucy Fell.
The William Fell associated with Fells point makes absolutely no sense for my line.As I have said before, I have seen William Fell's will in the MD Archives and the timing is off, not mention that Lucy is not in the will.
Then I started thinking about the association of Lucy's birth record with the Episcopal church vice the Quaker meeting at Baltimore.The church was located near the area of Dundalk, MD, and then moved to what we know as Baltimore City. The land where it was to be built was available in 1730 with a couple of years needed for building the structure.
Knowing that there was an active trading going on at Patapsco Neck, I looked for where the next logical connection could be.I started looking up toward the top of the Bay and on the Eastern Shore.Then in the records a reference to a William and Ann Fell popped up associated with the St. Paul's Episcopal Church in Chester, DE.They were married in 1730. Here is a summary of the entry:

Spouse:William Fell
Marriage:28 Mar 1730 - Chester, Delaware
So I am thinking these may be Lucy's parents, but they are not directly of the Fells Point Fells.I don't know if the are cousins or not, but they are the only ones so far who make sense.
