Felker South Dakota circa 1876 (Indian Agent?)

What I know: Felker, white man, possibly an Indian Agent at either Yankton Agency or Pine Ridge (both Lakota) aroudn 1876. Married or partnered with Yankton-Nakota woman named Ellen Taté Iyòhiwin (Every Wind or Reaches for the Wind) (later remarried a man named Simmons). The couple had a child, Gertrude, born Feb. 22, 1876. Later given her step-father's name (Gertrude Simmons). This child grew up to be Zitkala-Sa, renowned Lakota writer, activist, musician and orator. Who was Felker? Where did he come from? Where did he go? Apparently deserted the family before the birth of Gertrude and never reappeared. Any help deeply appreciated.
