A couple of suggestions:
Try to get a death certificate on your grandfather for info that may be listed there. Also check the Social Security listings on the Web or on disk. Many people of his generation had to get belated birth certificates in order to get benefits. This required submitting several proofs of their correct age such as baptismal certificates, old letters, etc. Also check old newspapers (microfilms)from the time he was appointed to his Sec. position for an article giving his background. If you aren't close to where he was, you can probably get an interlibrary loan.
