Hi Dora:

Elmira FANNIN, age 17, is listed in the Household of Mary Gallion FANNIN in the 1880 Census for Boyd County, Kentucky. Mary GALLION is the wife of Joseph FANNIN. This being the case, I don't think that they are her parents, but a close relative of Elmira because she was not listed in Mary's household in the 1870 Census for Carter County. Hope this helps.
