You may be right about Sarah being with the sister in the boarding house in 1920 but you have the wrong father for Joseph.His name was Joseph Ephraim Falls (b. 4 Mar 1849, d. 8 Jan 1909) son of Andrew Falls b.26 May 1813 d. 3 June 1850 buried in Pisgah Cem., Gaston Co., NC and Sarah Louisa Mendenhall.
One curious thing is this 1910 census but I think that John E. Walker is Joseph's brother-in-law not Sarah's brother:

Falls, Sarah A., Head, 41, Widow, b. NC, Occupation: Own Income
Walker, John E., Brother, 27, b. NC, Occupation: Carpenter
Walker, Eula, Sister-in-law, 22, b. NC
Walker, Jarrett, Nephew, 2
The 1900 census of Gastonia, NC shows this:
Falls, J.E., Head, b. Mar 1849, 51, Married for 3 yrs.
Falls, Sallie, Wife, b. Apr 1869, age 31, Married for 3 yr.
Bail, Von, Boarder, b. May 1888, age 12
Right next door is this:
Walker, D.M., Head, b. May 1835, 65
Walker, Annie, Wife, b. June 1845, 54
Kincaid, Annie, Mother-in-law, b. June 1825, 74
This Annie Walker is Joseph E. Falls sister Anne Rosannah Falls b. 5 June 1841.The reason I say that because the 1880 census of Crowders Mountain, Gaston Co., NC shows this:
Walker, David M., Head, 45
Walker, Annie R., Wife, 35 [she is actually 39]
Quinn, Robert B., boarder, 21
Falls, Sarah L., Mother-in-law, 60
This Sarah L. has to be Joseph's mother Sarah L. Mendenhall.
I can't explain why the 1900 census shows a different mother-in-law
