FTM 2011 displaying duplicate place names

I am having a problem with FTM 2011 creating duplicate place names. The weird thing is that it doesn't always do it. I noticed that I had 10 instances of "Staten Island, Richmond, New York, USA". One instance had 29 facts attached to it, but the other 9 had a single fact. I noticed that these individual facts had descriptions attached. I deleted all the dups & descriptions, verified that I had only one left, and then tried to re-enter these former dups. I hoped they would attach to the existing place rather than adding a new place, but even when I omitted the description field, it still added a new place name identical to the existing one. I even tried slightly modifying the new place name, and then using "Replace with other place name" command to fix it. Alas, it simply changed the place name to conform with the existing one, but did NOT merge it. I don't think it's the descriptions, because I checked another location that I know contained descriptions, and it merged just fine. Please help!
