Looking for NC lady writing book on Westmeath English

I need to locate a woman from North Carolina who visited County Westmeath (Moate area), Ireland, researching a book on the English family that lived there.

A local historian gave her the phone number of someone named Cecil English, who may know something about my family's history. But then she lost the phone number, and it isn't listed.
