Looking on the 1881 Census for any Toogood's born Oldswinford +/- 10 years of 1860 there are -
Julia, age 26, Domestic Cook in the Haskew Household in Stourbridge, Worcester
Elizabeth, age 17, Servant in the James Household in Stourbridge, Worcester
and this one - could William be the father of them all including Arthur???
