The marriage registration for WIlliam & Lizzie would/should name his father and possibly confirm below OR help find the right William Baker :)
Going by your info from the 1911 Census.... possibly this is your William listed on the 1901 Census?? Maybe "Filer" & "Fitter" are supposed to be the same occupation??
