Right, the name Jonah Phelps is very unusual.
There are only 2 such individuals in any post-1837 BMD records in England and Wales. The few census records I can find show that they are father and son.
The younger of these was born c.1831 (census varies 1829-1832) in Gloucestershire, married in West Bromwich, Staffordshire (interestingly where Emma Yarrow seems to have come from), had children born in Worcestersshire, including a son Thomas of approximately the correct age (born c. 1859), and by 1871 had moved up to Barrow in Lancashire, where he died in 1901 (I think, sorry didn't write year down).
Here he is with his family on the 1871 census. On the original census image his occupation is given as Boiler Maker, and there is no further detail of birthplace, just the county:

Here is Jonah again in 1881, still involved with metal-working, and son Thomas has left home.
Can't be absolutely sure this is your family but a metal-working Jonah and son Thomas seem worth following up a bit more, if anyone can find them in 1861 census. From birthplace of 1861 daughter I think they should still be in Dudley/Worcestershire, but I couldn't find them.
