From ages on the censuses, John and Ann could posibly have had their first children around 1812.
Don't know if this is a clue or a red herring:
The only other child I could find baptised to a John and Ann on IGI is this one (with no actual parish listed):
MARY ANNE FOXWELL
Christening: 13 NOV 1812 Kidderminster, Worcester, England
Death: 23 MAR 1820
Father: JOHN FOXWELL
Mother: ANNE
Note that on the IGI there are a handful of FOXWELL families in the Kidderminster area, but none before about 1760. On the 1841/51 censuses I couldn't find any cross-references between Worcestershire and Somerset; was looking for people born in one but living in the other, but no joy I'm afraid.
Is there a Roman Catholic connection? I noticed a later John and Anne/Hannah baptising children in a R.C. church (1850s). Also, on one census there was a James Foxwell who was a student in a R.C. seminary (in Bath, I think it was).
There are few R.C. records on IGI so you'll have to research these separately; worth considering if you can't find John and Anne's marriage anywhere else, or any earlier children.
