I think you're right. This is very likely the Arthur who was the son of William Jeffreys. However, what seems to be the mystery is that I have no idea who the William Jeffreys is (the father of Arthur), other than what my great Uncle Jerry left behind about him in that he was born and died in England, and that he was married to a woman named Emma.
