I now have a death certificate for John QUIN the gunner:

John Thomas QUIN, "70 years, Pensioner from Royal Artillery", died December 6, 1850, at 6 Woodland Grove, Greenwich. This was the home of his daughter Elizabeth HALL, who signed the Register.

If accurate, this age suggests a birthdate of 1880, rather than January 17, 1782 (as calculated from the Army records).

I'm still hoping to find John's birth details and parentage. A researcher on another forum says there is a marriage in Stoke Damerel (parish near Plymouth, with military base)on Dec. 4, 1781, of Charlotte MASON to Thomas QUIN. The names seem likely, and the date would legitimize (barely!) a birth in January 1782.
