Declaration of Intent and Nat. Records

Hello,
Does anyone know how long people had to wait in the late 1830's, early 1840's before giving (getting?) Dec of Intent and Naturalization papers? I have a general idea of when my husband's Kerrigan ancestors arrived in the US, and have looked for Dec and Nat papers for the parents and 2 oldest children to no avail. (I'm pretty sure they were in the same county for most of the time, though I really have no way of knowing for sure. Any ideas?
Loralee
