The husband of Rachel Mary Elwell was Bliss Parmeter. His surname is found under many other spellings such as Palmeter, Parmatier. He was also known as Elijah. On daughter Mary Parmeter Maxam's death certificate, the name Elijah Parmeter is given for her father. Bliss was probably a middle name. Their dates of birth are estimated from ages given in the 1850 and 1860 federal census records from Mexico, Oswego County, New York. Rachel's date of birth would be 1802 by the 1860 census and 1805 by the 1850 census.

Bliss Palmeter is listed in the 1830 Federal Census for Concord, Saratoga County, New York (M19 roll 108), p. 184. The household consisted of 1 male (30-40 yrs.), 3 females (0-5, 5-10 and 20-30 yrs.).

In the 1840 Federal Census, Bliss Parmeter and family are listed in the Town of Marion, Wayne County, New York. Two males are under age 5, 1 male age 5-10, 1 male age 30-40, 1 female under age 5, 1 female age 5-10, 2 females 10-15, 1 female age 15-20, 1 female age 30-40.

In the 1850 Federal Census, Bliss Palmeter (age 47, no occupation) and family are listed in the Town of Mexico, Oswego County, New York. Named with him are Mary (age 45), Benjamin (age 18, laborer), Silas (age 15), Loydia(?) M. (male age 13), Angeline (age 11) and Sina (age 9).

In the 1860 Federal Census for Mexico, Bliss Parmatier, age 61, was a farmer with $300 of real estate and $200 personal estate. His household included Rachel age 58, L.M (male) age 22, A.E. age 20 (female) and Rhoda age 17 (female).

There were 7 daughters, two of them twins. Bliss probably came to Minnesota with Silas, Benjamin and their families in September of 1865, just after the Civil War.

Bliss was buried 16 Feb 1874 at the North Star Cemetery, St. Cloud, Stearns County, Minnesota. Age given at death was 75.

The date of Rachel's death is unknown, but must be after 1860.
