According to one researcher (Shirley Hern) he was married to Phoebe Waggener. I have a marriage record for a Spencer Reynolds in 1812 in Tennessee to a Sally Parker. The following is from Shirley Hern:

Spencer REYNOLDS, Born, circa 1750, in VA. Died, 19 May 1830, in Flat Creek, Williamson Co., TN. Burial: May 1830, in Reynolds Cemeter, Flat Creek, Williamson Co., TN. Prob of Est: Jul 1830, in Williamson Co., TN.
The date of birth on his (Spencer's) tombstone (1767) must either be an error or incorrectly transcribed. He was over the age of 51 in 1812 as he did not pay a poll tax on himself, so born no later than 1761 and probably at least 10 years earlier than that based on the birth dates of his children. There is no doubt that he was born before 1854.
He was residing in Henry County, Virginia, in 1779. Spencer was living in Pittsylvania County, Virginia, on 7 November 1782 when he bought 300 acres on the head of Mason Branch from James Cox Sr. of
Henry County for twenty pounds current money of Virginia. He had 8 whites and 2 blacks in his household that year. Also present in the same county in 1782 were John and Richard Reynolds. He was on the 1785 Henry County tax list and also in Capt. Hagan's district in Wilkes County, Georgia, that same year.
This is the date he probably left Virginia, taking his family with him. I suspect he moved to Georgia about the time of his father's final illness or death. He was named as executor of the will of Joseph Fortune, with Joseph's wife Mary Fortune, in Pittsylvania County, January 1784. The will was not probated until 18 February 1788, however. Witnesses to the will included George Reynolds, Richard Reynolds
and Phebe Tanner. Security was given by Jacob Reiger and David Harris. The will directed that a "Stud Horse called 'Whynot', in possession of Spencer Reynolds, one-half mine, be sold to sd. Reynolds for one half the purchase price less the horse's keep."
He was in the lottery and living in Wilkes County, Georgia, in 1805. He left Georgia after the 1810 tax collection, taking some of his children with him. He was first seen in Williamson County, Tennessee on the 1812 tax list with 0 white poll and 1 black poll. His brother George was living there in 1808. Spencer and his wife were not listed as heads of household in 1820. They were probably in the home of their son Reuben, both over the age of 45. His will was written 20 May 1826. By that time his son Richard C. was dead and Richard's heirs received his share. Spencer was guardian to the son of his daughter Matilda by her first husband John Durham in January 1829. Spencer Jr. and Reuben seem to be the only sons living in the area when Spencer Sr. died.
He married Phebe, circa 1769. Born, circa 1753. Died, 15 Dec 1823, in Flat Creek, Williamson Co., TN. Burial: Dec 1823, in Reynolds Cemeter, Flat Creek, Williamson Co., TN.
