Mike,
I found your Elsey's marriage in Van Wert Co., but I don't see her parents in the 1860 census, nor Elsey's birth record in Van Wert Co. You might check in Mercer Co., OH. for her birth record and the 1860 census for Mercer Co. for the family. Elsey would be three yrs. old in her parents household. That would give you her father's name.
