I have one Daniel B. Dugger b. 1862. But he was born in TN, not GA. I also can't identify William at this time.
You might try searching for them at the following site:
http://www.familysearch.org/Eng/Search/frameset_search.asp
Use the Census and search according to a name, or surname and either the state of birth or state of residence. I tried but only found the Daniel above. Perhaps you have more info which will help you pinpoint the right one. Sometimes they mispell names and/or mistranscribe names. But I think it is still a useful site to identify later ancestors.
