You are to the point now you should be able to work with census data. The 1881 census is free at http://www.familysearch.org/

Therein you will find the family of William H. DRISCOLL, age 24, born on the Isle of Wight, occupation - a baker, census district - Bristol St Paul In, Gloucester

1841 through 1901 are on http://www.ancestry.com
I don't have a current subscription but the site allows one to do index searches. It looks like in 1861 he is appears as William Harry Dressell and in 1871 as William H Drissell. You can get the details via their free trial or perhaps your local LDS Family History Center has a subscription.

From the census data it appears that William Henry's parents are William and Susan. There is a marriage that fits in quarter ending March 1855:
DRISSELL, William and GOULD, Susan - district of Clifton, vol. 6a, page 175
