I am an adopted child, but my biological father's name (according to my birth certificate) was Charles Howard Downey from Wapokaneta, Ohio; which is close to Lima. He may have been the Howard Downey that you mentioned in your post. This Charles Downey (my father) was married to an Ora Lee Hodge from Tennessee, and I was born 11/29/1939, from their marriage. If you can help me even further, I would gladly appreciate it.
