Deborah,

I cannot directly answer your question but I can surround it. I have extensive information on a Dowell family that migrated from Maryland to Rowan County (now Davie) in the 1780s. Both in NC and Maryland this family was associated with a Howard family that made liberal use of the sirname Philip.
