Can you help me identify WHICH "Major Dowell" was involved in large-scale land ventures in southwestern VA?

I'm a Fulton hunter attempting to prove the correct ancestry of Dowell's business partners, Samuel and Andrew Fulton.

As early as 1795, Major Dowell, James Ramsey, William Moore, Andrew Steel, and brothers Samuel Fulton and Andrew Fulton, formed a partnership to sell land in southwestern VA.

On 22 March 1824, Major Dowell signed an indenture to the heirs of Andrew Fulton, deceased, regarding a 30,000 acre tract "on the waters of Powell and Cumberland Rivers" in Lee Co, VA.

Who is land speculator Major Dowell? Is he the son of Thomas Dowell (d 1813) or is he the son of John Dowell [Jr] (d 1801 at Advance Mill, Albemarle Co, VA)?
