Marriage Indexes?

Hello. Are there marriage indexes for the DR? Are marriage records public? Are they computerized?

I am trying to find the marriage record for my late great-uncle Waldo Pierce Decker, born in Maine 1890's and died in Long Beach, California. He married Mary, last name unknown, and sh took his name Decker. I have looked in all the logical states and find nothing. His death certificate states he was married. He died June 17, 1964.

Since I cannot find any record in the USA maybye he married outside the USA. He was a merchant mariner for over 40 years so could have taken his fiance on a trip with him and married anywhere.

Were US citizens allowed to marry in the DR in the 1950's-1960's? Thanks for any advice.
