I just called my brother, George Whipple Dobbs, III, and asked him to look at Arthur's picture and read anything that was on it to me. It says, "His Excellency, Arthur Dobbs, Captain General, Governor in Chief, Vice Admiral of Province of North Carolina in America, London. There is not a date on the picture or noted on the back. He didn't take off the paper on the back, however. He's bringing any other printed info he has to me on Sunday. I'll let you all know what I find out.
