The fact is that police and authorities already are mining the genalogy dna databases. Many of the identifications of Katrina victims were determined based on authorities mining the databases of Sorenson Genetics, the company closely associated with FamilyTreeDNA. Police investigators and private detectives now think nothing about accessing genealogical dna databases for suspects, clues, and matches.
As for the one "Father/Mother" computer, those already exist, too, both in Europe and the USA.
When our family initiated its dna program, it took almost a year to find a testing company that would not publish, nor include the dna testing that we paid for into the databases now being formulated for conversion into commercial purposes.
Just as protecting one's privacy in genealogical study requires a pro-active approach and vigilence, so too does partcipation in dna studies. DNA is one's most personal identifier. It's astounding how many treat it with so much lack of attention and care.
