It is very confusing for many people to have wide parameters for matches. Ancestry has much wider ones and I have had contacts from people who had no chance of being related. 4 and 7 is probably too wide for matches with other surnames.
Most people with the same surname should be in your surname project, where you can compare them to the ancestrals (or modals, if undocumented). This is much more robust than comparing living to living.
Suppose by the luck of the draw that your first two participants were 34/37 to the ancestral. Comparing them to one another, they would be 31/37 and FTDNA's chart would say that they were not related. However, if they are both related to the progenitor, they must be related to one another.
