What Ken is doing is determining the modal, or most common, haplotype in a particular region. However, since they are distributed over a wide region, most people with a particular haplotype may be outside the region. Thus, it is not possible to reverse the process and state with any certainty that the ancestors of a person with a particular haplotype originated in a certain area.
One technique that some use is to search Y-Search and SMGF with 20 or so of the slowest markers to see if there is a particular region where there with a lot of similar haplotypes. The mutation rates are given in John Chandler's article:

It is subject to the same problem of working backward as above, but could provide leads for further research, especially when compared to surname distributions.
