The free website that I was referring to is at:
http://www.worldfamilies.nethttp://www.worldfamilies.net.
It is just a place for posting results. The Barton Project is an example.

You can have participants restest for free at SMGF, but they will need to submit new samples. Some people do it to get the 11 extra markers not tested in the FTDNA-37 and/or check their results. It can take up to a year for the results to be posted. People who are very patient can use them for their primary testing.
Their database is at:
http://www.smgf.orghttp://www.smgf.org
It does not accept results from others. However, you can do a surname surname search to find particpants to add to your project. I found 22 Phillips and 3 Phelps. I checked a few, but didn't find any participants living overseas. There are also the usual caveats about reported pedigrees.
Go to:
http://www.smgf.org/ychromosome/search.jspxhttp://www.smgf.org/ychromosome/search.jspx
Select FTDNA as the lab.
Click on the surname search button and enter a surname.
Chose exact or approximate spellin.
Click on default values or enter a set of results exactly as FTDNA reported them.
You will note that the values for mismatches are not shown, but there is a way to extract them methodically. SMGF puts a time limit on daily use, so it is necessary to do it efficiently. I will describe the method in another post.
Different browsers and their security settings affect the performance of the site, especially its ability to retain the entries between searches. Mozilla works best.
