Being a part-time genealogist and interested observer, I sometimes struggle very hard to understand what I am currently involved in doing, so please bear with me.
Our small surname project does not steer our volunteers to any one test lab. We try to give them data to make the best possible informed decision based on thier needs and desires. We willingly accept data results from SMGF and FT DNA but the bulk so far are 42 marker DNA Heritage tests.
Early on, we also made a decision to ignore the seemingly illogical and scrambled order of DYS numbers that's nearly universal, but to use instead an alpha-numeric logical progression from lowest number found to the higher letter based ones. If the scientists and various labs would do a better job of coordination amongst themselves with nomenclature definition and proceedural standards, lay persons like myself might not have as much trouble understanding and/or keeping current with the more important issues.
I still have not the foggiest idea of the principles behind the DYS numbering system. It's probably based on some esoteric highly technical scientific stuff. I am a firm believer in the KISS principle which many scientists seem to abhor. I don't believe the scientific folks do it deliberately just to confuse the lay public, but the results are nevertheless difficult for us to understand.
