Yes, waaay back when. The subhaplogroups I1a, I1b, and I1c probably split thousands of years ago. There would be no way to find a genealogical connection between two people who were I1a and I1b.

The article was published in 2003, and it is somewhat dated now, as new SNPs have been discovered and some branches have been renamed. But you can get the general idea of the order in which branches split apart.
