What do I think.

In the 1860 Census.

Alexander Diffey District 1, Baltimore, MD 62 abt 1798 Maryland Male(who is this? Cant be Victor 1806's father)

Mary Diffey District 1, Baltimore, MD 69 abt 1791 Maryland Female (No Idea What the surname of this Mary is)

Eliza Diffey District 1, Baltimore, MD 36 abt 1824 Maryland Female(Daughter or daughter in law?)

Sarah Diffey District 1, Baltimore, MD 14 abt 1846 Maryland Female(whos kid is this?)

I dont think this is Low and Alex 1775.

This is where what I think gets confusing (for me),

Alex 1798 is a half brother of Owen and Victor: Father Alex 1775.
Or...There is a Owen Born abt 1757(brother of Alex 1755. Married Mary Williams in 1788.They had a son Owen born abt 1788. (15) He married Mary Kelly in 1803. They had Owen and Victor 1805.
Going by this theory, this would explain the miscellaneous Diffeys here and there. Also the war of 1812 has alot to due with the missing Diffeys.

Also Explains Owen 1820 MD.And Owen 1814 MD. (That gets tuff)

BTW im sure this line of Owens had a few sons named Alex.
