Hello Fred. The GRO marriage index shows that William H. FOSBERRY married Dorothy M. DICKER in the registration district of Alton (Hampshire). The marriage was registered in the December quarter of 1928, volume 2c, page 493. The certificate should show both parents' names - do you have this information?
