Deveneau may be Davignon. There were a number of Davignon families who immigrated to the US from French Canada in the later part of the 19th century. There are also a couple of Davignon lines in upper VT at the beginning of the 19th cent. whose name often became Deveneau/Devenow/Devino. It is entirely possible that some of them filtered down to Troy, which was the industrial hub of the region at that time.
I've been researching the Davignon family for over twenty years and have info on thousands of individuals of that, and related, names. If you think that there's a link, give me the details (dates, even if approx, esp.) and I'll see what I can dig up from my files.
