I do not know anything about the Scottish Census Bureau, but the Scottish Census records are available at the Central Public Library in Edinburgh. Unfortunately, they do not offer any on-line services at this time. The Scottish Census Records are also available from the Morman Family Library at http://www.itsnet.com/~gss/scotsub3.html#scotsub3.1. They will do a census search for you for a fee.
