Hi,
I am afraid that your J. H. DeVinney is probably not one of Samuel's children. There is a James, born 1783 and a Jesse, born 1782, but all of Samuel's children that we have birth places for were born in North Carolina and I have never heard of any connection to Southhampton, VA. Good luck in your search.
