Hello Luci,
I've been doing some research in Illinois for Devinney. Primarily, Rock Island County. In the course of this, I ran across one for a Daniel Devine, 16 Jun 1818, NW Section Vol 808 Pg 469 160 acres.
Now granted, the name is not spelled the same as Devinney, but I have found some of my ancestors with this same, Devine; Elisha and Andrew in the above-mentioned county, and Charlotte in Woodford, married name Kern.
I'm not sure if you're aware of the Illinois Archives site, but you can find the land purchase there, and probably the GLO records for BLM. Put in the minimal information, "dev" and/or "div", and all will come up.
