Hi Brendan
I have been to Pittsworth Cemetery. My ggfather John is aslo buried there. it is hard to get any info on Irish ancestors. Patrick's death cert says he was born in Letterkenny, Donegal and lists his parents as John Dever and Madge Kelly.There are various spellings on the name, and I have found Devir and Dever, but then a dead end.
Assisted and Unassisted passenger lists 1839 to 1923 show Patrick Dever arriving Melbourne on 'Naval Reserve" on 13.3.1864 aged 20. Could be him.
We will have to keep digging. Good luck
