Peggy, most written records in Ireland didn't start until after 1821. We have Devaneys in my line from County Roscommon and I hit a brick wall until I thought of going and researching all of the Catholic Church Records. If you have not already done so, please consider checking his marriage record, all of the baptism records for the kids (including the names of the sponsors). I didn't even know that my Devaneys came from Roscommon until I saw them list "Roscommon" as where they were from. Unfortunately, in Ireland if you don't know the County you're in serious trouble! Happy hunting! There could not have been that many Catholic Churches in the area. The diocese would be able to tell you who has these records. Have you tried a place search of just Mexico on familysearch.org?
