As to whether the name DESSER is French or German, I am doing research on my husband's side for DESSAUER, which may be an early form of DESSER. There is a town in eastern Germany about 60 miles southwest of Berlin named Dessau (pronounced des-sow), and people coming from this town would be called Dessauers, like New Yorkers. I have received information from France about people with the name DESSAUER, so you could probably find ancestors either in Germany OR France.

My DESSAUERs probably come from Germany, but this French link found their ancestors in Germany also (in the town of Worms, which is in western Germany between Heidelberg and Mainz, and not too far from France). I found this site because it is listed under DESSAUR, which is close enough for me, looking for DESSAUERs. Hope this helps.
