Emma DeLong Mills, a philanthropist who raised humanitarian aid for war- ravaged Nationalist China in the 1930s and later founded New York`s Chinatown Planning Council, died Wednesday. She was 92.
Miss Mills, who lived much of her life in Manhattan, died in Southport of pneumonia after an extended illness.
Her long association with China began in 1917 when she traveled there at the invitation of her Wellesley College classmate, Soong Mayling, who later married Chinese Nationalist Party leader Chiang Kai-shek.
In 1924, after several years of work at the Shanghai Gazette, Miss Mills became an English tutor for the family of China`s last emperor, Pu Yi. She returned to the United States in 1925, taking courses in Far Eastern studies at Columbia and New York Universities.
During the Sino-Japanese war in the 1930s and through World War II and the Chinese civil war, she worked closely with Madame Chiang to raise medical and educational funds for the Nationalist cause.
Miss Mills joined the American Bureau for Medical Aid to China in 1940 and, as executive secretary in 1949, reviewed medical conditions on Taiwan, where the Nationalists fled after their defeat by the Chinese communists.
She was a founder of the Chinatown Planning Council in New York`s Chinatown in 1965 and was elected president of the social service, education and community development organization in 1968.
Before her retirement in 1984, she worked closely with the council`s Multi-Social Service Center assisting Chinese immigrants in adjusting to American life.
Miss Mills, who was born Sept. 16, 1894, in Stamford, was a granddaughter of Arctic explorer George Washington DeLong. She is survived by a cousin, Thomas DeLong of Southport.

Dr. Edward E. DeLong, 80, a hospital administrator, neurosurgeon and psychiatrist who practiced in Waukegan for more than 50 years, died of a heart attack Sunday in his Waukegan home.
Dr. DeLong was formerly president of the medical staff at St. Therese Hospital in Waukegan, where he was also founder of its psychiatric unit.
He also was a staff member at Victory Memorial Hospital in Waukegan, North Chicago VA Medical Center and Forest Hospital in Des Plaines. At one time he served as commander of the VA hospital in Lyons, N.J.
Dr. DeLong graduated from St. Joseph College of Medicine in Missouri in 1934. He served as a lieutenant colonel in the Army Medical Corps during World War II.
Dr. DeLong was an emeritus member of the Illinois State Medical Society, a life fellow of the American Psychiatric Association and a member of the Society of Biological Medicine.
He is survived by a son, Edward III; two daughters, Terryl Ann Postlewaite and Linda Jean Heedum; six grandchildren; and a great-grandchild. Memorial services were held Wednesday in Waukegan First Presbyterian Church. Record Number: 19900215OB9001130598

Elizabeth Hinde DeLong, 96, who for many years was active in gardening and conservation, died Sunday in her Lake Forest home. She is survived by three daughters, Mrs. Hempstead Washburne Jr., Mrs. William Baubie and Mrs. Nevin Kuhn; six grandchildren; and 10 great-grandchildren.
