I just noticed on the 1900 Michigan Census for Ogemaw Co., Cummings Twp. that your William Delaney was b. in Canada (E). At that time, this meant Quebec. Canada West was later known as Ontario. My family came to and settled in Ontario so I will not be able to help you from my research.

Good luck as you concentrate your research in Quebec, Canada. I know that a huge number of Irish Delaneys settled in the Montreal area so that might be a place to start. Most of these Delaneys were Roman Catholic. Many of those settling in Ontario were Protestant. This may also be helpful.
